It can't be my computer since it can run the latter just fine, so I get the feeling that Lab Zero really hates gamers that want a DRM-free version of Skullgirls. Once Skullgirls 2nd Encore is finished downloading, right click the rar file and click on Extract Files. I've bought the DRM-free version of this game on Humble Bundle, which for whatever stupid reason didn't came with all of the DLCs like the first time it showed up on Humble, and I ran into horrible performance issues where the game runs at sub-20 FPS while on Steam it ran at a solid 60 without issues.
